But really, Boeing is going to try and convince Congress that its a security risk to allow the new fueling tanker to built by a French company; much of which will be built in America anyhow?

Just sounds to me like they lost, badly, and now are going to whine about it until someone gives in; and of course in today's America its likely to work.
