Note: 2 things though which distracted me, the over use of Compstat like programs. Yes we know it worked wonders in NYC, but you don't have to call it to our attention 10 times in the article. Second, everyone knew what would happen and did in New Orleans, there was even a TV program to be aired about the dangers NO could face from a F-5 hurricane.
