The debate about whether to include a Bill of Rights and the compromise to vote on it in the first Congress centered on the idea should the rights of the people be listed in the Constitution. Or would in the future, the people's rights be limited to only those expressed in the "Bill of Rights"; but the Bill of Rights was understood to be the Rights of the People, that was one of the biggest worries of the Anti-federalists. Guess they were right on at least one of them.
